Add GIE builds to development environment deployments

With #11 we provided a simple kind development environment that used a basic ext_proc example program to demonstrate things working at a basic level, using a vllm simulator.

The purpose of this task is to replace the demo epp with the real epp to get that working at least at a basic level as a foundation.
