Direct2D/DirectWrite/WIC support?

Silk.NET should have Direct2D/DirectWrite/WIC support.

• Direct2D (Add Direct2D to Silk #1000)
• DirectWrite (introduced in Add DirectWrite bindings #1349 and reworked in Disable ref overloads for opaque pointer types #1341)
• WIC

Does this have a proposal?

Hope it will be in 3.0

D2D is already in master, so all that needs to happen is DirectWrite and WIC although ive never used either of these APIs so im not sure whether theres anything specific to take into account relating to what headers should go where, and which specific headers are needed to even have bindings generated
