This will be necessary to use std::function in VS2019; note that the standard requires including for std::function. (I cleaned up and to not include which is causing builds of cocos2d-x to fail).

Travis isn't happy but this PR touched only Win32 specific targeting bits, not the Android build that failed....

The Travis build failed because a Jetbrains server was down at the time. I closed and reopened the PR to get Travis to try again.
