Sponsor logos are not bounded by CSS #9676

Describe the bug
Sponsor logos configured via the admin panels added in #9512 overflow the expected boundaries.
Expected behavior
Warehouse CSS should limit the max-height/max-width of sponsor logos for display. This isn't perfect but does leave some room for error when adding logos. In future iterations we can limit size at upload.
To Reproduce
Adding logo hosted at https://s3.dualstack.us-east-2.amazonaws.com/pythondotorg-assets/media/sponsor_web_logos/huawei-drademark.png to a sponsor for display on the sponsors page.
Additional context
We should do this for the sponsors page, sidebar logos, as well as footer logos.
