This was originally identified in #11985 but that PR was abandoned.

Based on pypi#13143 . Code initially pointed to setup.py. Now it points to pyproject.toml

Hello. I have created a pull request for this issue. Just let me know if the setup() should be replaced with somethings else. If not good to go. this is my first issue on github. Happy to contribute. :)
