These are some focus issues for instascale, bringing them together as I feel there are higher priority:

• ROSA Hypershift cluster now exposes machineset API, add support for hypershift #80
• NodePool and MachinePool name character limit #143
• Refactor Machine Type detection logic out of the reconcile function. #172
• Add taint and toleration logic to machinepools in instascale #163
• Client side throttling #173
• Allow users to specify number of replicas of a given node type #44
• Instascale: Use configmap or similar instead of machineset template for machinesets which can be provisioned #73
• Remove scale-down info for Appwrappers that didn't require a scale-up #175

I also believe after these changes, a refactor of instascale may be on the table, to reduce the duplication between machine types, and allow for further extension.

I'm open to any discussions about adding/removing priority issues if there are any suggestions also :)
