This is an in-progress attempt at cleaning up our build script. I saw that we introduced a .toml file in this branch so I shifted over some responsibilities there. Eventually I'm hoping we can use scikit-build (or something else).

I did bump the numpy version to >=2.0.0 (is this okay?). Support for < 2.0.0 is ending in November so if we can upgrade it would be nice (the Colab notebooks have also updated to 2.0.0 so we have to hack our away around that).
