Cleanup error messages from parameters.jl

Summary
Error messages originating from parameters.jl are unclear, inconsistent, or inexistent. Need to standardize, include actionable guidance, and ensure alignment with improved parameter handling (see related issue on parameter checks #297).

E.g., when trying to get the forward sensitivity of a parameter or set a backward variable sensitivity for a parameter.
