This is a cherry pick of the grinder changes (makes it easier for me to verify flutter and SDK performance with new analyzer) plus 0.16.0 release notes and the analyzer change, on top of v0.15.1.
The actual 0.16.0 release will be tagged with a commit on this branch, then I will update the branch to bring in the AnalysisDriver changes. (Those changes can't ship out yet because of #1601).
