Page doesn't rescale with browser window

Following the new r-shiny-template refactor (#171), the page resizes to fit the page when the browser window gets larger but not when it gets smaller.

This problem may be local to me/my browser so someone else should try to replicate. I see this problem both in an Rstudio build and running in the docker container.

This seems to be a problem with the CSS. I can get rescaling to work as desired if I remove the delphi-root class setting and the delphi-main-panel class setting lines. The sidebar CSS seems to work fine.

@sgratzl if you could share any ideas you have or take a look, that'd be great. I've been playing around with various settings (e.g. flex-shrink, overflow, min-width) that do change the resize behavior but don't fix it, but I'm not getting anywhere fast.
