#1452 reverts #1405, since some customers were broken by switching the name of the managed policy (even though the permissions did not change). We will investigate how we can make this change again in the future.

Can't this be fixed by adding both the legacy policy and the new one in standard partitions, and only the new one outside of it? Seems like the original commit was almost there. To make matters worse, we can't even self-serve a workaround by ignoring Tracing property outside of aws partition, as it seems to include it anyways. For example, given the following snippet:

The created role still contains the invalid policy AWSXrayWriteOnlyAccess. The only way to not get tracing at all is to remove the Tracing property altogether. If we're trying to create one master template that can be deployed to multiple partitions, we can't!

This is a substantial parity blocker.
