Add Athena workgroup policy to templated policies

Description:

To access Athena workgroups that are not the default "primary", you need to add a policy for Lambda that gives access to that workgroup to execute queries on.

Steps to reproduce the issue:

1. Execute Lambda that performs a query against a workgroup without an IAM policy granting access to the Athena workgroup
