This PR bumps the version of the
cached-node-modulesto v1.0.1 which should fix the issue that caused the version workflow to fail.The PR also removes the local copy of the
create-praction so that it uses the one from the sharedaws-powertools/actionsrepo.Issue number: closes #4212
