Maintenance: fix versioning workflow

Summary

In #4201 we introduced a new workflow that bumps the version of the packages and generates change logs for the project.

The shared GitHub Action that we are using had a bug that caused the workflow to fail, which we should address.

Why is this needed?

So that we can use the new versioning workflow.

Solution

Bump the action to the latest version.
