update bundled sqlite library to a more recent one while still supporting old ruby versions
What problem is this fixing?
bundle installwill break for more recent versions of ruby (at least for 3.3.4 confirmed) as doesn't include precompiles binaries from (sparklemotion/sqlite3-ruby#320)
