Reserve a small IP range for future (static IP) usage from a current IP Range #49
Description
In 0.7, ZStack support assigning static IP address. Sometimes it needs to reserve an IP range for future static IP assignment. If not reserve, the IP might be dynamically allocated to other VM. So ZStack is better to add a new API: ReserveIpRange
