Private L3 Network without SG Service but SG setting works

Now, I just build a EC2 like style Cloud with ZStack. I did not add SG Service into Private L3 Network, but when I finish the all steps and create a SG Group with rule, adding vNIC into , then it works:

So, is this a bug ?
