Index shard is not splitted by load while it must

I have split by load on for my index table. I see one shard 99% utilized and not splitted. In logs I see a weird thing:

146% is the default value taken from ICB. It's not clear why there is no default one (maybe because it is index shard).

Fixed in trunk. I don't see the same issue in stable-23-1, thus backport is not needed.
