I'm sorry I didn't provide complete information on the issues. The actual issues it this:

The scrollbar on the left hand side is unscrollable. The browser I'm using is MS Edge and my OS is Ubuntu.

If you mean the scrollbar not visible in sidebar problem, then I believe it was designed this way c7d70be.

Regarding the second report The scrollbar on the left hand side is unscrollable. In your screencast, I can see you scrolled sidebar successfully while reaching the end fast as Under The Hood is the last item in sidebar menu.

Then it's designed this way. But I agree it's sacrificing accessibility for good looks.
