@ddbeck It looks like :has-slotted has a web-features:slot tag, so it is automatically getting added to the slot feature. I was planning on making this a separate feature. If that makes sense to you, I can do that after this gets merged. I think the tag would need to be removed in BCD first, though- is that correct?

@jamesnw That sounds good. You don't need to remove the tag first; our compat_features arrays take precedence. (OWD is meant to synchronize our lists this with BCD tags, so I have not been paying much attention to how tags just yet.)
