Description
Discovered via #3399 and Chromium use counters, so I don't actually know a lot about this. Here's my educated guess:
The "incoming-call" and scenario option for a notification shows a message to the user, typically using the notification system of the host operating system, with call-specific interaction and sound, such as playing a ringtone and offering accept and reject buttons.
