Glitching/blinking toolbar on scroll

Hi,

When I look at this example page the toolbar glitches/blinks when scrolling in the sections "Reveal", "Flexible", "Navigation fixed" and "Overlapping content".

Steps to reproduce

Go to the examples page and scroll up/down on the examples page.

Which browser?

Chrome 68.0.3440.75 (though I have seen this in other versions of Chrome as well).
Windows 10.

What is expected?

It shouldn't blink (quickly disappear and then reappear).

What is actually happening?

The toolbar disappears and reappears quickly. Maybe the vertical position is updated wrongly?

I think this is caused because position is calculated by js. Maybe there should be debounce to wait if user stops scrolling or something like that.
