Add search/live filter to ESLint configuration screen

### What problem does this feature solve?
Filtering for rules is immensely helpful (even necessary when you use an electron wrapper for the UI, like me, where you can't CMD   F)

### What does the proposed API look like?
Add the same functionality like in the task and configuration left panel, where you already can filter.
