useCssModuleis not documented.Most aspects of using CSS modules are documented as part of Vue Loader, rather than the core of Vue itself. However,
useCssModuleis imported directly fromvueas part of the global API.Proposed Solution
Add an API reference entry.

I haven't documented
useCssVars. I'm unclear whether that is even officially supported yet as the only official acknowledgement of it that I can find is in an unmerged RFC: https://github.com/vuejs/rfcs/blob/style-vars-2/active-rfcs/0000-sfc-style-variables.md.
