This PR attempts to introduce specific guidance for those who wish to embark on a translation of the Vue 3 documentation. While translators are free to make decisions about the best way to manage a specific translation, some general guidelines should help to avoid time being wasted. It also helps to set expectations about what is involved.
In addition, a list of 'Community Translations' is shown in a table on the main translations page. This should make it easier to find translations maintained by the community, without needing a translation to be complete or as actively maintained as an official translation. The decision about which languages to include in this PR was a little arbitrary. It looks like both French and Turkish have active translations that may soon be ready to add to the list. If the maintainers of those repositories are reading this and would like to be included then please open a PR to add your translation to
