Start supporting Ubuntu 20.04 Debian 11 can't be added yet as there don't appear to be puppet-bolt packages released yet.

Tests against Debian 11 fail at the moment, so we can add support later when Puppet Inc has released a puppet-bolt package for it. |

These OSes are EOL and are now deprecated. No specific code has been removed, so this module may still work on these OSes. But we are no longer test against them and future versions of this module might more actively remove support.
