My previous pull request, #4012, caused the CI for #4023 to fail.
The reason is that there is a bug in lora/layers.py

PS: I am curious why all the CI checks passed successfully when #4012 was merged. I notice that #3977 refactor the related code, Is it due to the order of merging and CI checks?

It appears that there has been some flakiness in the CI starting from PR #3441. Let's see if this combined with PR #3512 fixes the problem.

The issue was most definitely due to order of merges.
