Intelligent Selection of InferencePool

Currently, the semantic router performs intelligent model selection based on query classification, confidence scores, and various routing strategies (entropy-based, reasoning mode detection, etc.).

Implement an intelligent InferencePool selection mechanism that leverages the semantic router's rich contextual understanding to make better InferencePool selection decisions.

Please note that we already added something like this recently with integrations of vSR with Istio and LLM-D (see PRs and docs below). So maybe this issue is a duplicate ? We could also add a doc example of deployment with the llm-d well-lit path etc
