Remove AddTagsToBinaryDataByFilter, RemoveTagsFromBinaryDataByFilter

The ML team is imminently going to deprecate the AddTagsToBinaryDataByFilter & RemoveTagsFromBinaryDataByFilter APIs. 

Users can achieve the same functionality of these deprecated APIs via BinaryDataByFilter, AddTagsToBinaryDataByIDs, and RemoveTagsFromBinaryDataByIDs.
