This re-implements the refresh reducer to use the Segment Cache-style flow, similar to how the navigate reducer already works.

Most of the logic can be reused from what was already implemented for navigations. The bulk of the changes are related to the case where a "default" parallel route slot is not present on the current page, and so needs to be refreshed from an older page's URL.

Theoretically, this should be the last remaining case where we rely on the lazy fetching logic in LayoutRouter. I think there may still be some error cases where we still rely on that, though. Once these are all addressed, we can remove the lazy-fetching mechanism entirely.

I think navigations default shouldScroll typically defaults to true unless explicitly overridden. Is there a rationale for it being false here?

Oh yeah you're right, I think I got this confused with a different scenario. Or maybe I meant to come back and fill that in with the correct value later. Explains why test/e2e/app-dir/router-autoscroll/router-autoscroll.test.ts was failing.

So it turns out that the existing refresh reducer does set shouldScroll to true (or rather, it leaves it as undefined before passing to handleMutable, which then defaults to true) but it doesn't set scrollableSegments, which is why the scroll position doesn't update. I think the behavior of it not scrolling during a refresh is correct but the logic is a bit convoluted / incoherent. I've ported the logic over as-is for now and (assuming all the tests pass) let's just keep it like this and we can look into simplifying it later.

Is the failure in the flake detection test potentially the issue we've been seeing with router-act or just a regular failure? I feel like it's probably worth investigating before landing more of these types of tests since we've seen this bite us fairly frequently in the tests that use it.

This re-implements the refresh reducer to use the Segment Cache-style
flow, similar to how the navigate reducer already works.

Most of the logic can be reused from what was already implemented for
navigations. The bulk of the changes are related to the case where
a "default" parallel route slot is not present on the current page, and
so needs to be refreshed from an older page's URL.

Theoretically, this should be the last remaining case where we rely on
the lazy fetching logic in LayoutRouter. I think there may still be some
error cases where we still rely on that, though. Once these are all
addressed, we can remove the lazy-fetching mechanism entirely.

Follow up to vercel#84426. This re-implements the HMR refresh reducer like we
did for the normal refresh reducer. The main difference is that an HMR
is triggered by a code change, so it needs to purge the entire prefetch
cache, whereas a normal refresh is more targeted.
