Add DigitalOcean as participant

Adds DigitalOcean to the participants page per partner form request.

Changes

• Logo: Added static/img/digitalocean.svg with DigitalOcean branding
• Participant entry: Added entry to _data/participants.yml with:
  • Link to DigitalOcean Managed Caching for Valkey product page
  • Company description covering cloud infrastructure offerings
  • Valkey-specific offering description for managed caching service

Result

DigitalOcean now appears alphabetically between ByteDance and Ericsson on the participants page (template sorts by name).
