Versioning

Hi guys,
  just a question, a different between version `v0.1.9` and `v0.1.10` is the version of smallvec (to 1.0.0 and it means also newer toolchain).
Don't you think it would be better to bump the version from `v.0.1.9` to `v0.2.0` ? It's a significant different.
It caused me an unexpected problems.
