Restore fails with message "Could not get parent with id xxxx" #293

Bug summary

Lately we have been seeing this error more and more often. It is always related to media items. At first i thought i was the issue was related to cache or index, but rebuilding the cache and/or rebuilding all indices does not resolve the issue.

The only solution i found was to go to the source environment, save the mentioned media-item and run a restore again. This resolves the error. Often we will then get the same error for another media-item and have to go through the same process.

I have a hard time understandning why it would fail to get the parent item. The parent is in the media-tree and so is the child item. Both items resolve without in backoffice and the media-item that "throws the error" resolves without errors on the website as well.

`An error occurred
The source environment has thrown a Umbraco.Deploy.Core.Exceptions.ProcessArtifactException with message: Process pass #3 failed for artifact umb://media/1e5fb7bb13a5410b92c9b80f274d772e. It might have been caused by an inner Umbraco.Deploy.Core.Exceptions.EnvironmentException with message: Could not get parent with id 7480f395-d129-4fab-8cbb-17c7f63210f0.

The following artifacts might be involved:

Specifics

Umbraco Cloud Project
Umbraco 13.11.0
Deploy 13.4.3

Steps to reproduce

I have not found a way to reproduce, except for when we run into the error it is consistent until we save the problematic media-item again.

Expected result

The parent node should resolve with no error

Actual result

Somehow it fails to resolve the parent node
