Fixes #20687

Summary

This PR updates the positioning logic for the Entity Sign bundle to ensure that sign icons are visible in Firefox.
Previously, due to the use of position-anchor (not supported in Firefox), the entire element was clipped and signs were not visible.

Changes

  • Adjusted fallback positioning to make icons visible in browsers without position-anchor support (e.g., Firefox).
  • Added keyboard focus support: when the main icon is focused, the dropdown opens and displays the sign information.
  • Hover behavior remains unchanged for browsers that support position-anchor.

Result

Signs are now visible across all browsers.
Improved accessibility via keyboard focus interaction.
Note: In Firefox, hover/focus dropdowns are still not available due to Shadow DOM interaction issues.
