Package migration content not published until the project is restarted

16.3.2 and up

Bug summary

When I install a package, for this example, Clean starter kit, and then install umbraco. Nothing is published until I restart the project. See GIF

Reloading the Memory Cache also fixes the problem without having to restart my project

Specifics

Steps to reproduce

1. Install Umbraco Template
2. Add Clean starter kit
3. Run
4. Install
5. See nothing is published
6. Restart
7. See everything is published

Expected result / actual result

I would expect the published content from Clean to be routable after I install

Seems to be a 16.3 regression as I don't see the problem with 16.2. I haven't investigated yet but my guess is that it's related to #19990.

It's actually due to #20209 - can confirm if I revert that I get the old behaviour back again.
