Media can create without uploading any media (Image/Video.. etc) !!

We are able to create media such as images and videos without needing to upload a physical file. However, while file upload properties are required, they are not functioning as expected.

Expected result / actual result

While try to create media without uploading physical file ,needs to show the proper validation message as it is an mandatory field.

I can confirm I can reproduce, but this is not a new thing in v15. It also happens in v14.

I can reproduce this on 15.2, not exactly as described but by first making a Media Items with both name and file uploaded and then revisiting and removing the file, then I'm not prevented from saving.
I think this is because the Mandatory logic is not considering the state of a removed file. Either mandatory logic is not implemented specificly for File upload or it is not have the right value check (only working with undefined but not the value after a file have been placed)
