Error uploading to pypi [twine]

It looks like an issue has been introduced in #253

we are now getting this error on our builds

A simple workaround is to install twine in install section like scrapy/parsel@3808419#diff-354f30a63fb0907d4ad57269548329e3R9

Notice #299 is the same root issue.

I pushed a commit to install twine without the --user flag. Could any of you try deployment with edge: true, but without installing twine prior to the deployment?
