increase precision for transcoded point data for better positioning.
the use of only 6 decimal points for lat lon for positioning can lead to errors of up to a meter or two. COT traffic being broadcast through taky are truncated, losing precision.
This loss of precision is visible when trying to overlay data on an existing map for example..
I have increased the number of decimal points used from 6 to 13 which is the level of precision produced by libraries such as geographiclib.
