Support Security Group Referencing

Security Group Referencing is a feature to let security groups travel across transit gateways.

We would love to start using them, but this module is missing support!

The feature is enabled by default in VPC attachments, but disabled by default in TGWs. So we can't start using the feature until the module includes support :)
