Additional const-tensor checks (CMSIS_NN)

Add additional const-tensor checks to the following CMSIS_NN kernels that attempt to use tensor data during the Prepare phase:

• FULLY_CONNECTED
• SVDF
• UNIDIRECTIONAL_SEQUENCE_LSTM

Unit tests updated.
