Distribute master change

Mons's case: an admin changes master on a single server by his hands. And he physically can not update master status on all servers by calling their cfg(). In the Mons's cluster this master change is distributed automatically over all servers and routers from a single new master. If there are any change except master status, then configuration is updated normally, on each server.
