opt problem

merge-upstream-20210309 branch (34e21e4) causes following opt problem not only on jenkins server but also local environment (tried to use gcc 8.3.1 and gcc 9.3.0). @simoll -san, can you check it? You may need to remove all build directory first.

@simoll -san said this is related to NEW PM and it should work fine in the latest upstream/main. So, I'll test llvm with -DENABLE_EXPERIMENTAL_NEW_PASS_MANAGER=OFF cmake option for a while until I merge almost all upstream/main.
