This commit changes the "Develop Swift in Xcode" header to be
"Developing Swift in Xcode" to agree with the other headers
in the same file:

  • "Getting Started"
  • "Getting Sources"
  • "Building Swift"
  • "Testing Swift"
  • "Contributing to Swift"
