We'll want to publish a "Swift 5.9 Released!" blog post when Swift 5.9 is released, in spirit to similar release blog posts:

https://www.swift.org/blog/swift-5.8-released/

There's an opportunity to involve the community more in creating great content to showcase if we gradually ramp up authoring the blog post.
