chore: remove tar-fs

As community add-ons aren't fully implemented yet, we can simply remove tar-fs for now and replace it with node-tar in the future when we start working on community add-ons again.

not exactly sure why the vitest add-on tests are breaking, but it's seemingly unrelated to the tar-fs changes in this PR.

As discussed on DC, the failing tests are unrelated. This looks good to me!
