This fixes an issue in translating character-level FSM to Byte-level FSM by introducing an explicit dead state that does not exist in interegular FSMs.
Resultantly, a terminal
NONEMPTY_STRING: /\"[^"”“]+\"/would ensure that unicode curly quotes”and“are not allowed inNONEMPTY_STRINGstring.
