[FEATURE] Import GitHub agents from TypeScript

Problem Statement

The sdk-typescript repository has a bunch of github agents that are useful for feature development: https://github.com/strands-agents/sdk-typescript/tree/main/.github

Proposed Solution

We should port those to the sdk-python

Use Case

This would help me develop features or bugs in the cloud

Some changes that I needed to make:

• We currently have an NPM install in the workflow that isn't relevant so I needed to remove that
• uv run needed to be updated to include --no-project

Some sample PRs:

Some things that I noticed:

• PR descriptions are not great; we need to have PR guidelines much like we have in sdk-typescript
• It needs better guidance on testing; it doesn't really follow the existing conventions
• It has trouble executing some commands because it tries to use python and pytest directly instead of uv. We should have good guidelines for using & running things via uv
