removes registry filtering from operator

The filtering code now has been moved to the registry api server further marking this as unrequired in the operator

@dmartinol Yep. Although I'm a bit unclear where the boundaries are with those, specifically the sync. The filtering seemed a lot easier to tear out given it's relative standalone pieces of code. I can try data sources next.
