Status Quo

#19000 removed all support for log4j 1.x; however, Spring's test suite actually used log4j (see all src/test/resources/log4j.properties files).

Deliverables

1. Introduce test runtime dependencies on log4j 2 where applicable.
2. Convert existing log4j.properties files to the log4j2-test.xml format.
