URL which contain "%85" can't request [SPR-12104]

if url-pattern is "/any/" , i can’t request “http://localhost:8080/any/test/装”.
server response http error 404 Problem accessing /any/test/%E8%A3%85. Reason: not found .
i tested,found url which contain ‘%85’ can’t request ,when url-pattern is "/any/"

I had a look to your project (thanks for that!) and as we discussed this is an issue similar to #16099. Adding the CharacterEncodingFilter did the trick).
